In reply to Your Excellency's despatch No. 3504/1916 forwarding under flying seal a reply of the Custodian of Enemy Property to the Tebong Rubber and Tapioca Estate, Limited, I have the honour to enclose copies of telegrama exchanged with the Foreign Office on the subject

of new issues of shares during the war and of the treatment

of ocmpanies British in name only and to suggest that the Company, being a China Company, should be guided by the letter, copy enclosed, which I thereupon sent to the British Chamber

of Commerce and the Shanghai Stock Exchange.

The delivery of the Custodian's reply

is postponed pending Your Excellency's reply.
